The way the transfer portal is going and the NCAA is handing out waivers (the last stat I saw had waivers granted at just over a 75% clip), I expect this problem to get worse and even fewer teams to operate at max scholarship. In a five year span, you can theoretically bring in 125 players, but many won't redshirt (graduating after 4 years) and roster attrition is rough. Some kids will declare after 3 seasons, others will get injured and never play again, and more and more are transferring (whether its via grad transfer or a straight portal jump). In that same five year span, if you're losing 10 kids a year to injury + early entry to the NFL + graduating w/o a redshirt + transfer, that 125 number is suddenly 75. Sign less than full classes and you're hurting even more. Sure, you can sign a few walkons after a year to get an extra scholarship player without needing an IC, but those are bottom of the depth chart guys and true STs (long snapper/kicker/punter), in most instances.
The NCAA is going to need to address its IC rules now that this transfer game is as easy as it's ever been.
