John Matocha School of Mines (CO) Div 2 in 4 seasons holds the record 162 passing, 28 rushing, 1 receiving.

Cam Ward IW/Wash St./Miami Div 1 FCS/FBS in five seasons 143 passing, and 19 rushing.

So yeah, if he passes Matocha it would be difficult not to give him the Heisman.
