It absolutely matters because it is a ship that would be better used toward the -9. If we put this incredibly bad basketball player on ship, it counts towards the total (85) and that is one less we could use towards the reductions.

We need to put those 9 ships behind us as fast as possible. Not waste them on projects or desperate, last minute QB transfer signings.
